Chamber Mid-Monthly Message
We’re in, as Gordon Lightfoot calls it, the “summer side of life”. For some of this means slowing down a little, for others it’s just starting to get busy. If you’re in either camp take some time out to catch up and CONNECT with your voice of business.
We are very pleased to welcome Tony Muzzin to the team at the Thunder Bay Chamber of Commerce. Responsible for new member recruitment and membership development, Tony is a graduate of Lakehead University's Commerce program and brings experience from several roles at firms, including at the Chronicle Journal. Tony looks forward to meeting members at this month's After Business on Wednesday, and to building on the solid membership base at the Chamber.

After Business
Tomorrow (June 15th) we are holding our After Business at Everest College, across from the Prince Arthur on the main floor.
It will be a great time where members to catch up with each other and trade summer plans. Everest will be offering tours of their campus, and ‘seat massage’ demonstrations. Just in time to get relaxed for the summer onslaught.

Bill 160 Gives Health and Safety New Mandate

One of the last actions of the provincial legislature before it adjourned for the summer of 2011 was the passage into law of
Bill 160[1].
The legislation creates a new health and safety function within the Ministry of Labour that will see a new Chief Prevention Officer (CPO) assume prevention-related responsibility from the Workplace Safety and Insurance Board (WSIB).
The Ontario Chamber of Commerce (OCC) supports the creation of a new prevention structure that increases accountability to employers while reducing inefficiencies in program delivery. Under the current system, strategic decisions are routinely made without structured or broad-based private sector participation, limiting the ability of employers to play an active role in the management of workplace health and safety.
In response to the first draft of Bill 160, the OCC made several recommendations to the Minister of Labour in connection with the goal of greater accountability. The final version of the legislation incorporated several key components of the OCC’s recommendations, including:

A requirement that the Minister consult with the CPO, who is in turn required to consult with the multi-stakeholder Prevention Council, when considering changes under the Occupational Health and Safety Act
-
A provision that the multi-stakeholder Prevention Council be composed of an equal number of employer and labour representatives, and that the number of other members be limited to no more than one-third
-
A transfer of statutory power for training and oversight of the Health and Safety Associations from the Minister of Labour to the CPO
The Ministry of Labour will also respond to the OCC’s call for greater oversight of inspectors through issuing a policy directive authorizing the Minister to take corrective action when inspectors fail to comply with operational policies and procedures.
Bill 160 provides the legislative framework for the
recommendations[2] made by the independent
Review[3] of the Occupational Health and Safety System.
